Qur'an 70:41
عَلَىٰ أَنْ نُبَدِّلَ خَيْرًا مِنْهُمْ وَمَا نَحْنُ بِمَسْبُوقِينَ٤١
to substitute for them others better than they are- nothing can prevent Us from doing this
